“他也知道秸秆焚烧是要接受处罚的，这几年每年都在宣传禁止焚烧秸秆，也不是今年才开始的。”黄慧称，处罚老人后，出于警示目的将处罚情况在群里向村民进行了同步，但不知照片为何会在网上传播，“也就是让老百姓知道这个事情，我们在处理这个事情之前，在群里也跟老百姓说了不能焚烧秸秆。”

此外，黄慧向记者表示，焚烧秸秆最多可以罚款500元，“我们的目的是说服教育，我们不愿意去罚款，因为老百姓本身也挣不到钱。像今年这种头一例，罚了100块钱，就是象征性的。”

记者注意到，2023年5月9日，南郑发布微信公众号发布了一篇《南郑区召开秸秆禁烧工作调度会》 的文章，称要严格落实责任，确保监管不留死角、不留盲区、不留隐患，实现“不燃一把火，不冒一处烟，不见一块黑斑”的禁烧目标。
